Housing is the basic necessity for everyone. Governments should provide free housing to those who cannot afford it. To what extent do you agree or disagree?(2023/08/26)

Introduction

Housing, the fundamental premise for individuals and a country’s stability, is supposed to be sponsored by the government, which is in contrast to the view that in no sense should the government be the primary responsibility taker. I side with the latter statement with some of the reasonselucidatedin this essay.

解析

一部分人认为住房作为个人生活和国家稳定的基本前提，应该由政府来赞助；相反，另一些人认为政府不应该是主要责任承担者；我更赞同后一种说法；

本次考题在亚太是常考题之一，大陆机考也有考出，纸笔算是新题；整体话题属于政府投资，难度不大，一般会先承认投资在话题中限定方向(housing)的重要性和意义,再转折论述这样做带来的问题；

Citizens, as tax-payers, have been doing their bit to the nation. Therefore, as a returned favor,the government, the authoritative organizer and coordinator of the society, undertakes the due obligations and inescapable responsibilities toallotmoney to free housing, in theory at least. Only with the government’s financial injection, can citizens, especially theunderprivilegedones, be accessible to shelters where they can perform their daily tasks, be they daily diet or work and study.By this token,gratuitoushousingelevatescitizens' happiness index, thereby constructing a harmonious country.

(1) 政府作为社会的管理协调者有责任帮助人们解决住房问题；

(2) 公民作为纳税人有权利享受来自于政府的帮助；

公民，作为纳税人，一直在为国家尽自己的一份力量；因此，作为社会的权威组织者和协调者，政府承担着应有的义务和不可推卸的责任配置财政资金解决住房问题，至少在理论上是这样；只有政府的资金注入，公民，尤其是弱势群体，才能有一个稳定的避难所完成日常生活工作和学习；由此看来，无偿住房提高了公民的幸福指数，从而构建和谐社会；

Nevertheless,apportioningfull duty to governments isludicrous. Given the finite budget, the complete responsibilityengenderseconomic vexation to governments because moreticklishissues, equallyintertwined withour livelihood and national prosperity, namely environmentdeterioration, aging problem and violent crimes, also cannot bereconciled. If the governmenttakes full onusforhousing supplement, thestridesof these domains are bound to bestymiedbecause of funding shortfalls, thus impairing overall national strength.

(1) 让政府承担全部责任不现实，政府的经济压力会很大；

(2) 政府应该优先考虑很多更严重的民生问题；

然而，将全部责任分配给政府是荒谬的；在预算有限的情况下，完全的责任给政府带来了经济上的烦恼，因为环境恶化、老龄化问题、暴力犯罪等与我们的生计和国家繁荣同样交织在一起的更棘手的问题也无法调和；如果政府承担全部的住房责任，这些领域的进步必然会因为资金短缺而受阻，从而损害综合国力；

In the contemporary world, housing serves as the mostonerousburden among all the expenditures. Thiscoercespeople tobeaver awayat work , which can amass a sizable fortune to satisfy the rudimentary need of accommodation. If the needy,succoredby the government,areno longersaddled withthe colossal pressure of housing purchase, this policy will in turn induce adisincentivefor those people tosoakthemselves in working, severelystuntingeconomic boost because of the people’sworkshyattitude.

(1) 政府免费住房可能会让很多人失去奋斗的动力；

而且，这种做法很可能会削弱人们追求更好生活的热情；在当今世界，住房是所有支出中最沉重的负担；这就迫使人们在工作上埋头苦干，从而积累起一笔可观的财富来满足基本的住宿需求；如果有需要的人在政府的帮助下不再承受巨大的购房压力，这一政策将反过来抑制这些人埋头工作的积极性，从而严重阻碍经济增长；

Torecapitulate, the housing dilemma, far from being settled, does deserve sedulous attention and resources, but instead ofassumingfull responsibility, the government might be better advised to implement policies pertaining to the housing such asprofferingsubsidies for the impoverished, andsimultaneouslyindividuals also should shoulder a shared obligation.

总而言之，住房困境远未解决，确实值得关注；但与其承担全部责任，不如建议政府实施与住房有关的政策，如为贫困人口提供补贴，同时个人也应该承担共同的义务；
